Scoping paper
This paper analyses where the Voices Unheard project fits within the action of the European Union Delegation to Kenya on climate adaptation and youth inclusion.
It first sets out the main relevant EU commitments, including the Joint Vision for 2030, the Global Gateway Investment Package, and the EU Climate Adaptation Strategy, and then examines how these are reflected in the EU Delegation’s Multi-annual Indicative Programme 2021-2027 for Kenya.
The paper then reviews publicly identifiable projects for the 2021-2023 period in order to assess the extent to which they reflect the stated priorities, particularly on:
climate resilience;
disaster risk reduction;
inclusive urbanisation;
youth participation.
It highlights:
the limits of the available public information;
a stronger emphasis on drought management and rural areas;
the absence of a clearly identified project on flood preparedness in Kibera.
It concludes by setting out recommendations on:
programming;
the explicit inclusion of Kibera;
funding transparency.
